Provincial Nominee Program (PNP)

This program is for workers who have the skills, education and work experience to contribute to the economy of a specific province or territory, want to live in that province, and want to become permanent residents of Canada. Each province and territory has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target; students, business people, skilled workers and semi-skilled workers

This category ensures that provinces and territories have the ability to nominate individuals that will contribute to their economy and permanently fill labour shortages.

Some PNP programs are aligned with the federal Express Entry programs, while some programs are fully managed by the province.

Applications for programs fully managed by the province are usually paper-based, while application for the PNP programs under the Express Entry stream are online based via the Express Entry Profile

Paper-based PNP
  • Meet the eligibility requirements of the province of interest
  • Apply to the province or territory
  • Receive provincial nomination from the province
  • Submit a paper application for permanent resident to Immigration, Refugees and Citizenship Canada (IRCC)
**Processing times are usually longer for this stream compared to the Express Entry stream.

Express Entry PNP
There are two ways to apply:
  • Apply for nomination to a province or territory under an Express Entry stream
  • If you receive nomination from the province, you create/update your Express Entry profile to reflect that you have been nominated
  • Submit an electronic application to IRCC
  • Create an Express Entry profile and submit an expression of interest to provinces and territories you are interested in
  • The province/territory interested in your profile will send you a notification of interest to apply to their Express Entry provincial nominee stream
  • Submit an electronic application to IRCC
